The United States of America changed it's entry procedures for travellers to the USA under it's Visa Waiver Program and from the 12th January 2009  the ESTA (Electronic System for Travel Authorization was introduced.)

All non US citizens visiting the USA now require prior authorization to enter the country before they depart the UK and to obtain this authorization, details must be submitted to ESTA.
